HIGHLAND PARK – A 23-year-old Highland Park resident has been charged with kidnapping and human trafficking of a 16-year-old from Pennsylvania, authorities said on Friday.

Andrew X. Carnegie-Blackman was arrested on Thursday. In addition to kidnapping and human trafficking, he was charged with sexual assault of the 16-year-old he met on social media.

Police in Highland Park were connected by authorities in West Newton, Pennsylvania about the missing teen they believed was in Highland Park.

Highland Park police checked the suspected residence and reportedly found the 16-year-old and as a result took Carnegie-Blackman into custody.

Police allege that Carnegie-Blackman drove to Pennsylvania to pick up the minor after they met on social media and returned to his Highland Park home with the teen.

Carnegie-Blackman is also charged with criminal sexual contact, endangering the welfare of a child, and tampering with physical evidence.

He was scheduled to appear in court on Friday afternoon.
